Internet use

The use of the internet in libraries has been an overwhelming success both for Worcestershire and the rest of the UK. With the introduction of the internet there has been an increase of new users within the libraries

Internet useMany local authorities across the UK already charge for internet use. Some of these include Northamptonshire, Staffordshire and York along with 25 other local authorities.

Why should there be a charge?

With changing times charges may have to be considered, the following points address the reasons why internet charges may happen:

  • Due to the current financial situation this could create an income of up to £80,000 a year to provide a better Library Service
  • Less time spent on the computers may free up more computers for access
  • Internet charging is common in internet cafes across the country
  • Not all library materials are free. There is still some charging for DVDs and music borrowing
  • The local authorities that do charge usually have concessions for children (under 16, or 19 in full time education), registered disabled, blue badge holders, over 60s or people on benefit. Extra free time in other authorities is offered to anyone in search of a job working on their CV or anyone on a Learn Direct course.

Why shouldn’t libraries charge?

Decisions not to charge have been made, so far, on the grounds of social inclusion and the costs involved. The Library Service would have to consider links with our partners including the Worcestershire Hub and the University of Worcester, where charging may not be acceptable.

The following five options have been recommended for discussion – nothing has been decided yet and it is important that the council knows the feelings of residents on the following items:

  • Charging all users for all access
  • Charging all users a flat fee, then free use after 30 minutes free use
  • Introducing a sliding scale of charges and concessions
  • Free internet membership for certain groups (eg. children, adult learners, unemployed, etc.)
  • Remain free at all times for all users

What we want to know

  1. What is it about the current free internet service that works well?
  2. What does not work well?
  3. How might charging work– which of the five options could be considered?
  4. Are there any other options?
